You use your troops more effectively and build better army composition. If you make things easier for the player and the AI, guess who it benefits more? The player, because (in most cases) the player in smarter than the AI. I haven't played with Radious in Atilla, but I've played mods with higher base income for every faction, and it's much easier to face 40 units with 20 than it is to face 20 units with 10.
